The Great Canadian Commute Reduction Campaign?

How will we break through bureaucratic inertia and hesitation to get governments to commit to make it mandatory that all large employers and major trip generators take steps to reduce/green commutes, clientele travel and local delivery? Metro Vancouver's Board has urged the BC government to take this step, but so far only crickets.
